A review of whether the Calif. Public Utilities Comm. (CPUC) promptly resolves the various types of admin. proceedings it is responsible for conducting. Concludes that few of the 1,602 proceedings the CPUC initiated between Jan. 1, 2000, & June 30, 2003, were actually subject to statutory deadlines. Additionally, although the CPUC did not complete 11% of its proceedings within statutory requirements, or within its own internal guidelines, most times it did. CPUC staff provided various reasons.
