Billy is a troubled boy whose best friend is Toby, a little brown mutt. Billy is sent to Juvenile Hall (again) for stealing and Toby is lost. Two boys find Toby and care for him. When Billy gets out of Juvenile Hall and hunts for Toby, the boys who have him tell Billy Toby is all right. Billy and Toby are re-united.. Kathy is a spoiled brat of a teen age girl whose hope for a pony is dashed when her father buys her an old horse who is due for the glue factory. The horse, Bucky, acts as if he tries to throw Kathy and so she refuses to care for him. An old man sees the horse and tells Kathy the horse is lame, and has the wrong saddle.
