PROBLEM: Between 1993 & 2005, the United States needs to create 40 million new jobs to reach full employment, defined by the author as an unemployment rate of less than 3 percent of those who want full-time jobs. SOLUTIONS: The author finds that most of the job growth will have to come from the service sector & proposes changes in taxes & governmental regulations to encourage growth in that sector. However, to reach the target, a combination of job sharing through reduction of working hours & restricting eligibility to work of youth & discouraging work by the elderly will be required. The book examines the implications of the increased leisure that these changes will bring. Two preconditions for full employment, an educated workforce & a stable economy, are also discussed.
