SUMMARY

A deliberate shift in American ag. policy in the 1990s has paved the way for depressed crop prices worldwide with no mechanisms in place to change the situation. Prices declined after 1996 because that year's Farm Bill (FB) dropped several traditional, crucial safeguards for managing supply & supporting prices. Since US policies influence farmers beyond our borders, policy approaches addressing the needs of US farmers should recognize our global influence. This study: explores why the changes in US policy brought about by the FB produced declining revenues; demonstrates that the solution to global low prices involves more than just eliminating subsidies; & introduces a policy that would raise crop prices universally. Charts & tables.Ray, Darylle E. is the author of 'Rethinking US Agricultural Policy : Changing Course to Secure Farmer Livelihoods Worldwide', published 2004 under ISBN 9780756735654 and ISBN 0756735653.
