The first five years of multi-party parlimentary democracy in Tanzania was a period of adjusting to a new political system and seeking to create a new political culture. The essays in this collection are part of a civic education project designed to create a better understanding of the roles and functioning of parliment in a pluralistic or multi-party democracy. One of the aims of the project is to provide for the accomodation and tolerance of opposing views and opinions.
