World Bank Discussion Paper No. 267. The World Bank, a long-time supporter of trade liberalization in developing countries, has devoted much research to the design and sequencing of trade reform programs. A growing number of developing countries, however, have unilaterally liberalized trade since the mid-1980s. This study documents the character and extent of that liberalization in 32 countries in East and South Asia, Sub-Saharan Africa, and Latin America and the Caribbean from 1985 to 1992- 93. The authors develop a systematic method of evaluating the degree of trade liberalization in a country by using individual indicators.
