Harvey Neese, spent some fourteen years in Southeast Asia, including six in South Vietnam and four in Laos, working with the U.S. Operations Mission (USOM). In 1985, after ten years of consulting on agricultural projects around the world, Neese became field director and later director of the Post Harvest Institute for Perishables, an international agricultural institute at the University of Idaho that advises developing countries. John O'Donnell served in the USARPAC Psychological Warfare Unit as an area studies specialist for Cambodia and Laos. In 1962, he joined the Agency for International Development (AID) as a provincial representative in South Vietnam.
