Later, Mr. Crowe was instrumental in organizing security services for the 1979 Pan American Games in Puerto Rico and the 1982 World's Fair in Knoxville. He has served as the Director of the National Crime Prevention Institute at the University of Louisville and created NCPI's CPTED training program.
