After more than 2 decades of war, Afghanistan had no army or functioning police &, before 9/11, was a haven for international terrorists. In April 2002, the U.S. & several other nations agreed to reform the 5 pillars of Afghanistan's security sector -- creating an Afghan army, reconstituting the police force, estab. a working judiciary, combating illicit narcotics, & demobilizing the Afghan militias. As the leader for the army pillar, the U.S. has provided $3.3 billion. For the German-led effort to reconstitute the Afghan police, the U.S. has provided $800 million. This report examined the progress made made, & limitations faced, in developing the army & police forces. Also identified challenges that must be addressed to complete & sustain these forces.
